Edwin Talemwa is a Ugandan technology executive and broadcast engineer with 15+ years building and operating mission-critical media systems. He serves as Chief Technology Officer at Albayan Media, where he leads product, engineering, and operations for a high-scale live and VOD platform used across Uganda and East Africa. Edwin blends strategic vision with deep hands-on expertise in streaming architectures, data-center design, and broadcast operations.

Current Role (CTO, Albayan Media)

Owns end-to-end streaming stack: ingest, encoding/transcoding, DRM, CDN, observability, and SRE.

Designed and deployed a streaming-optimized data-center footprint (redundant power and cooling, multi-ISP/BGP routing, edge caching, automated failover), delivering high availability and predictable latency during peak events.

Leads a cross-functional team (engineering, NOC/SOC, product, QA) and vendor ecosystem; sets SLAs, change-management and incident-response practices.

Scaled a leading regional streaming platform, improving startup time, rebuffer rate, and uptime through targeted optimizations in ABR ladders, cache hit ratios, and origin resiliency.

Implemented secure content delivery (TLS best practices, tokenized URLs, watermarking) and compliance workflows aligned to local broadcast regulations.

Built cost-efficient distribution using a hybrid CDN (on-prem edge + cloud), cutting bandwidth cost per streamed hour while increasing reach to low-bandwidth geographies.

Established disaster recovery, RTO/RPO targets, and regular failover drills for uninterrupted service.
